
Matsumoto Shigeo is the Chairman of the Japanese Hunters Association in the Solo Leveling anime (primarily appearing in Season 2, Arise from the Shadow).
He's portrayed as a middle-aged man with thick black hair, a mustache and goatee, often seen in formal attire like a suit or vest, and frequently smoking a cigar or cigarette.
In terms of personality and role, he's a corrupt, arrogant, and manipulative figure—callous and self-serving, showing little empathy for others (including his own hunters). He schemes for personal and national gain, notably collaborating in a plan to exploit the Jeju Island raid crisis for Japan's advantage, aiming to weaken South Korea's hunters while positioning Japan to benefit politically and strategically.
Voiced by Naoya Uchida in Japanese and John Gremillion in the English dub, he's generally depicted as one of the more unlikable and antagonistic authority figures in the series' international politics arc.
